To give to panhandlers or not?

Beware - Some panhandlers are FraudulentIn recent years, after a couple of court rulings,  there has been an increase in the number of people panhandling across the state, even in areas where it was previously  fairly rare, such as Russellville, Arkansas. There isn’t much that law enforcement can do about it, since laws and ordinances prohibiting or limiting begging have been found unconstitutional. Loitering for the purpose of  begging apparently isn’t a chargeable offense.

A local charity, RussBus, has offered assistance to many of the individual panhandling, but they have declined. (River Valley Leader, Jan 15, 2017)
